An intellectual, writer, and diplomat from Arequipa who represented Peru in important international arenas. He served as President of the United Nations General Assembly in 1959.

He stood out for his humanistic thought and for promoting Peru's cultural and diplomatic prestige, strengthening international relations and the Peruvian presence in global organizations.
